How do we decide if something we use to exercise is classified as exercise equipment or not?

Step classes use what they call a step as the main piece of exercise equipment. It literally is a step that is a certain height off the floor that you step onto and off of to music, while doing a routine. Another good workout if you are into that kind of thing.
